looking for best phone w/o camera

I'm posting for a friend- her job with the govt doesn't allow camera phones- taking the camera out of an iphone, etc isn't an option.

Right now she has about a 3 yr old BB 8830 world edition on Verizon month to month (postpaid). Living in Wash DC metro area. Verizon has pretty good service here, but they only have 1 non camera phone --another BB, and it's about $250 plus getting into a 2 yr contract? Something pretty pricey. So does anyone know of any other phones out there or upcoming?
Prepaid is an option, but pageplus doesn't allow BBs and Simple Mobile doesn't have non camera phones. She's willing to switch carriers if the service is good in this area.

Any idas would be appreciated! Thanks

They make a non camera version of the 9630 BlackBerry Tour and the 9650 Bold, which would be a huge step up from the 8830, like light years ahead. Non camera phones are very limited, so that may be something to consider.

If she were to sign a new contract, it would only be 150 or so.
