Looking for an old science fiction book...?

I picked up a science fiction book at the used bookstore when I was in the service. It was about this boy, who couldn't leave the house because his parent weren't supposed to've had him. So one day he peels the covering back from the window and saw the sky and grass and everything. Somebody saw him and called the authorities. They came and got him and threw him into a terrible state run orphanage. All over the country he was in a timer was counting down, but nobody knew what would happen to him when it hit zero. There was a crazy soylent-esque baby burger commercial on in the beginning I remember. Plus the orphanage had these resident security types. He killed one, and escaped. I think he pushed the button when the timer hit zero. Please help!
