Long shot... trying to identify a song v 90s-early00s "punk" band?

Shouldn't even bother posting this, but it's driving me nuts. I don't even remember if this is a good song or band. All I remember is the opening which may actually be from a movie. It's an argument between a father and son, something like:

Dad: "but you're only 18"
Son: "Dad, I'm 19 nearly 20!" or "19 turning 20"??

I am pretty sure it's at least 7 years old, probably no older than 15? Think it was a 'punk' band.

Help?
 
I haven't listened to Suicidal Tendencies in a very long time lol, but I do appreciate the throwback.

I'm thinking this song is by a band that isn't quite as old, probably big in the late 90s. It's pathetic that I can't remember any real lyrics, just the dialogue before the song.
 
Thanks for posting that. It was a very nice surprise to watch the vid
of "Institutionalized." I use to love to hear that song from this album,
which I had a cassette of some years ago. I don't know what
happened to it. I still have a big collection of cassettes in
good condition, because my '77 OlRAB Cutlass would
have to have a slot fabricated to fit a CD player
in the dash and have resisted altering its
appearance like that.
 
Well that does appear to be the sound clip at the beginning of the song. Thank you for that + rekindling my girl crush on Mary Stuart Masterson.
