I recently turned 13 and I was wondering what the ruling is for minors for piercings. I already know without a parent you have to be 18, but I wanna know how old you have to be to get a lip piercing in New York or New Jersey. My friend got her nose pierced when she was 13 and said she just needed parent's signature...
