link to Department of Homeland Security computer system from wiki?

i was surfing in wikipedia pages, there was one link and when i tried to open it there was this kind of notice:

WHAT IS THAT??? have i some problems now?
i left the page in the same moment, and i didn't result like logged user there.
is it normal that this kind of addresses u can find in wikipedia or in other places which are frequently used by common users?
