Limp Mode and Resetting ECU (Honda Accord EX 2.2L VTEC)?

Hello, I have a 1994 Accord EX with swapped F22b1 SOHC VTEC that is currently in limp mode...
I can't ever accelerate past 5k rpm, even in gear like it's limited. Therefore, I can't ever hit VTEC .. on all gears the acceleration is mostly really slow over 3k rpm.. I can go on and on forever on like 4th gear and it will never get to go up to 5k. The limit is like 8 or 9k rpm on the Accord..
I never had any experience driving it before I knew it was on Limp Mode, so I don't know.. But every time I try to go for a VTEC kick I will just never reach it.
On neutral, I can't rev past 5k rpm either.
I have a check engine light (CEL) and I have no idea what it is...

Would resetting my ECU clear the CEL codes and reactivate VTEC and all that other stuff to default? the car has a lot of potential but it feels sluggish most of the time...

Also, how DO you reset the ECU? I read somewhere that you need to take out the #13 fuse for about 10 seconds, and/or detach the negative (-) battery cable for a bit and the ECU will reset the codes.. Is this true?
Can I get out of "Limp Mode" by resetting my ECU and avoiding costly repairs?.. I've already spent way too much on this car... I'm 17 dammit.
