Light signals on 98 Ford Taurus don't work?

Here is the problem. The light signals don't work. When you try to turn a left or a right it doesn't turn on either in the dashboard or outside in the car. We tried the hazard lights and at first they don't work. So we tried moving the steering wheel around and when moved to a certain position the hazard lights work, both outside and inside in the dash, but the turn light signals don't work. When I say in the dash I mean it doesn't make the sound or show the lights when putting it in the left or right position. We tried replacing the part that's underneath the wheel and it didn't fix the problem. Any helps or suggestions would be greatly appreciated.
