libusb windows 7 32 bit ports problem

Hello everyone
I am having a problem
when i install libusb on my windoes 7 32 bi it deactivates all the ports
what should I do .
i tried win xp service pack 1-2 compatibility mode but nothing
 
try with xp service pack 3 compatibility mode,and dont forget "ran as administrator"...
