Liberal Arts- what does the course mean?

what does it mean by "liberal arts"? does it mean that you don't study a specific subject eg. english literature and graduate with a BA(lit)? or can u choose to, mid way through the course, concentrate on one of the subjects(based on the modules taken)?
which colleges are top liberal arts colleges around the world?
 
The liberal arts and sciences major provides you with a well-rounded education in the sciences, humanities, mathematics, and languages. This generalist background prepares you for a wide range of endeavors rather than for a specific career. Yes you can change your major anytime you wish in college, but it may set you back because some credits you have taken may not apply to your new course of study.
