Now each one of them Churches has a HEAD over each and then the BISHOP is over ALL.
By comparison, The Bishop ( Whether he be a Male or a Female ) is the HUSBAND over that WHOLE Assembly and all the MEMBERS is his ONE wife.
Like as Messiah is one HUSBAND and we ALL make up his one bride or wife.
So he wrote:
Eph 5:25 -
(( HUSBANDS )) , love your (( WIVES )), even as Messiah also loved the ASSEMBLY, and gave himself for it;
Col 3:19 -
Husbands, love your (( WIVES )) , and be not bitter against them.
That would be the same as a BISHOP saying: PASTORS, love your Members. ( which are both males and females making up each Pastor's one wife, they would be his or that Pastor's WIVES )
Each one of the Pastors have officers UNDER him assistants to him.
At the Local Church they conduct the Business for the edifing of the Local Assembly.
But on the State or National level, The Pastor Answers or conduct the business for the Bishop / they are not permitted to do so on that scale.
Women is understood as the WEAKER vessel, so the officers in charge are ones to conduct the business of the Church / everyone else is consider the women. ( It doesn't matter if it is Male or Female, they are as the men in this respect )
Now, He the holy spirit is the teacher, those that are unlearn ( In the faith or doctrine ) If the spirit is not in one / then he is the women and should not be teaching until after he / she has been taught.
Then he / she becomes the MAN / strong vessel / one that KNOWS.
That's the descently and in order that he closed the letter with.

Let all things be done decently and in order.
Division comes where one hasn't been taught / both the males and the female and they are the ones that he is referring as I suffer not a woman to teach.
If there be any questions from members ( WIFE ) or if they learn anything , they should be asked on the local level ( At HOME to the Pastor or officers of the Pastor at the local Church but not in the whole assembly )
