Leaving a small camp to big camp in Iraq?

My bf is in Iraq. He is at small camp in Iraq. His unit is leaving in febuary. Dose his hole unit leave that camp to bigger camp?our dose half of his unit leave the small camp why some goes to a bigger camp?
They a just meet up when the tour is about to end.
 
It depends usually an advance party is set first to go set up facilities and coordinate for everyone else to come. They also need some personnel to stay back to transfer over the facilities to the new unit coming in.
