My neighbors cat- well known for attacking other cats in the neighborhood- came INTO MY YARD and attacked my daughter's puppy. The puppy needs surgery on her eye now and will probably not be able to see much out of it ever again.
The surgery is going to cost us about 1600.
But we were told last night we can't make the neighbor pay for it because there's no leash law for cats here.
We were all outside when it happened- neighbor included. She saw what happened. My puppy wasn't threatening her cat or anything it just attacked, but she says she isn't paying because we should have kept the puppy away from it. It was in our yard! What can be done?
