Learn Dreamweaver or Learn HTML?

Every book I have read about learning Dreamweaver (and I have read the introductions to about a dozen, so far) say that it is not necessary to learn Dreamweaver of Front Page, if I learn HTML instead. So, then, why do professional Web Designers learn Dreamweaver and why are programs like Dreamweaver on the market at all? Just wondered.
 
Using dreamweaver is a time saving utility rather than typing all the code yourself. This can be good for very large, very complicated sites. I would suggest learning HTML/CSS first and then possibly using dreamweaver if you deem it necessary. Like they say, "Give a man a fish, and he will eat for a day. Teach a man to fish, and he will eat for a lifetime."
