lawyers or law enforcement please answer what we should do?

my boyfriend has been broken up from his ex girlfriend for a year now but she won't quit calling him even though he has changed his number several times because of it and told her to quit calling. many times she just calls to yell, say he ruined her life, etc, but has never actually threatened him physically. They don't have any kids together and she has no reason to call. He wants to get a restraining order against her but I read that's those are only from people involved in a lawsuit. What is there that we can do? It seems crazy that there is nothing to do when someone keeps getting your number and won't quit calling. thanks
I forgot to say that she's just calling on the phone, she hasn't shown up to his house or damaged any property
 
What the best thing to do is depends on the state you are in. But telephone harassment comes to mind. Make sure all calls are noted, including the time, and save all messages left. If you all have been answering her calls, I would stop doing that and let her leave messages. (Exception: Try and get it on tape where she is being told to not call any further.)

Telephone harassment, or its equivalent depending on your state of residence, is a crime in almost every state.
