Lawn Mower whines up and down, never reaching stable rpm. Also throttle

jumps up and down like crazy, How fix? Lawn Mower was working last season, but after this winter I am unable to get it correctly running to cut. It Whines up and down, jumping to faster and slower rpm's. The throttle is off course jumping like crazy, the cause most likely.
Also, it doesn't seem to have any more power. I tried to cut with this problem, and the smallest amount of grass is enough to choke it. Any fix for this, before I run out and get a new mower?

Details: 20" Craftsman's mower, 2.0hp B&S engine.

Ok, I replaced the Spark Plug and removed the air filter. When I attempted to start, the mower reved up, much higher then normal, for about a sec or two then shut off. These seem to be the new symptoms.

fuel filter and air filter maybe ....even some gas treatment but just a small amount does sound like its either about to stop up or is.. and or its got a bad gasket or small pin hole is a fuel line and sucking air or not sucking air
