Law & Ethics: Why do cops act as if they're afraid to enter certain neighborhoods?

The neighbors are scared, obviously, but what to do when the cops are? The kids walk around the apartment complexes armed with freaking AK-47 assault rifles, selling drugs like they built the neighborhood. They own the corner stores they sell drugs out of. They have look-outs who make neighborhood calls whenever the police come around. Broad day shootouts are commonplace. Glass roses and hypodermic needles all over the ground. Naked men running down the streets covering themselves after being robbed of everything they own. The police always patrol the neighborhoods that don't need patrolling, but never or rarely seem to be around the ones that need them most. I mean, seriously, 16 and 17 year olds with AK-47s? This isn't a war zone! This isn't even L.A.... The one way in, one way out entrance makes things a little tricky, also... Sometimes I think the kids out here are better armed than the police...
I didn't think they would be scared, either.. But, where are they?! I'm from Miami, by the way.. These are just the things I witness, and yes.. walking around with AK-47s.. you can't mistake them with the banana shaped clip.. and don't even get me started on the number of people who go "missing" and are never heard from again.. Yeah, we know the conclusion of those "Missing Persons" cases..
