Law and Order episode I'm trying to find?

There is a L&O epsiode where the people are looking for a killer and they are searching for him. It starts off with a baby left on a street and 2 joggers come apon it. And a note is left on it. Also, the killer leaves riddles for them to solve and whatever. his nickname was 3 letters it was B-something-something. Can you please help?
