Largest size that flash files should be to allow easy loading of webpage?

Roughly, what is the largest size that a video file should be for the following type web page to prevent slow upload for average users? Are there some rules of thumb for this?

If a page has:
- 5 JPEG files of of approx 30KB each
- text in a table (that does not require scrolling to get to the page's bottom)

............

Or is there a size benchmark for the whole page?
 
It all depends on the audience that your page is catering to. If you are sure that the target audience is going to have a high-end broad-band connection, you can plan to have a heavy page. Anything up 500-600 KBs should be good for everyone.
The description of the page that you've provided above, it shouldn't be even close to being a heavy page.
