If you are Caucasian/fair skinned, you shouldn't have a problem seeing your veins in your hands; this is just because the vein is close to the skin and is perfectly normal. The foot is another place where you can likely see veins. If the veins get larger that is because they are more engorged with blood. Try this: put your hand down low, below your heart for 1 minute (make sure you are warm and not still cold from the winter weather). You can likely see the veins easily. Put your hands up over your head and watch as the veins become much less visible as the blood quickly drains out - its neat to see in action
I think it's normal to have blue lines or veins in our hands and on our feet specially when these 2 are always working. These blue veins occur when you rinse your hands after you do something like typing on the hands and walking on the feet.
