Landlords! Do you often give permission to paint?

My boyfriend and I have just got the keys to our new flat, we thought it would clean up well...but it hasn't. There are marks on the disgusting blue kitchen walls where condensation has been streaming down (obviously the previous tenant didn't use the heating or open windows whilst cooking), the woodwork is all yellowed and marked, radiators are yellowed and the bathroom is painted a horrible pale green colour which is also chipped. The whole flat wasn't even well or carefully painted in the first place.

We just want permission to paint all the walls cream, ceilings matt white, woodwork white gloss and re-enamel the radiators white. We don't want any money or rent discount for doing it.

Is it likely that we'll get permission for this?
The actual flat is lovely which is why we chose it, it's just the decor is a bit old and tatty. What worries me is that I found previous inventories indicating that it was the landlord who chose the decor (I thought rental flats were meant to be neutral?!)
 
I would think you would easily gain permission (and possibly be offered reimbursement for the paint supplies), given what you want to do. This is basically a free improvement/upgrade for the landlord.
