Is there something similar to a magazine like Shonen Jump in the US? I guess what I'm trying to say is, is there some sort of media outlet like shonen jump where Cartoonists can send in work to get published and possibly paid?
 
Well, Shonen Jump exists in a North American incarnation, but it's strictly Japanese content.

Yen Plus is what you're looking for. It recently ceased physical publication in favor of digital--right now, it's on a free trial so you can sample it, and the manga portion will be added next month (note that it is a monthly magazine). It serializes manhwa (Korean comics), manga-influenced American comics, and manga. You can submit a short story and they may accept you. They make note that it isn't for a serialization, but may lead to it depending on how you are received.

Currently, Yen Press (the company that runs Yen Plus) does have OEL content. Most is work based on novels and drawn by Korean artists. However, they do have Nightschool.
 
You're welcome. When you say "more western", do you mean more mainstream comics, rather than manga-influenced? Yen Plus is aimed at a Western audience, but the specific crowd will definitely be manga/manhwa fans first and foremost.

I recall some general comic magazine starting up, but not sure how far it has gotten and who they'll accept. I don't think there are many comic magazines, at least well-known ones that get many subscribers. Search around with Google and you'll probably find some, or you can look at genre-specific magazines and see if they'll be welling to pick you up---Fantasy, Sci-Fi, mags with those genres might be willing.
