Kawasaki ninja 250 sometimes wont down shift?

Sometimes when coming to a stop or at a stop it wont down shift unless i stomp on the shifter hard then it will it is an 07 and i havent had this problem before untill i had the oil changed sometimes cant get it into nuetral or out of nuetral
