just this past saterday, i had a small fender bender.?

as we were all waiting at a red light, the light went green , cars started to move and i released my brake,a bug then landed on my chest and i looked down for a second to brush it off and the car in front of me had stopped and i bumped into them from behind. the lady was very understandable about it. it was just a minor scratch on the rubber piece along her back bumper. then her husband got out of Passenger side and started cursing me and stuff. i kept my cool and things calmed down. we agreed not to call the police to report it if i gave her my contact information and i agreed to pay for it after they got it fixed. this is a minor scratch so i agreed.another reason i agreed is that i have recently had some hard times and had to let my insurance lapse. so i am driving without right now. i do plan to get it back started as soon as i can.well the next day on a sunday the husband calls me and says that it is gonna be $397.00 for the part and $200.00 to have it put on. he left this on my voice mail cause i didn't answer the phone cause i did not recognize the phone number. anyways he continues on after he tells me that and says, but anyways were gonna turn it over to our insurance since you wont answer your f***ing phone. my question is ,since there was no police report, can he turn it over to his insurance? and since there was no police report, can i just deny that it ever happened? i planned on paying for this but now he is giving me outrageous figures to pay him and i dont think these are correct . i did give them all my drivers license information though so could i still deny it ever happened ? how would all this work out if he did turn it over to the insurance company? will there insurgence company cover them and go after me for reimbursement or will the insurance company deny to even cover it without a police report? im really not sure how to handle this at all. any advice and answers would be very helpful. thank you all so very much for any help.
