just because an author thinks his work is bad does that mean it's true?

i'm writing a story and sometimes i look over what i've done and i like it then a few days later i come back and i hate everything and don't think the story is good enough.
I know that writers usually have the same feelings but do they publish their work and still have the same feeling even though others love it?
