Junot Diaz- Writers vs. Dictators?

In the book, "The Brief Wondrous Life of Oscar Wao," pg. 97, Junot Diaz brings up a "war" between Writers and Dictators.

In the footnote, he mentions:
Morrison and Crouch
Sammy and Sergio
and "Hall of Battle"

Could someone let me know what Diaz is referring/alluding to?
