Joining US-Army as Romanian citizen?

Normally i would enlist but i have a degree in psychology and past the Cambridge English test, however my college was romanian so i guess the degree is not recognized in the U.S., but i have a green card.
Can i join and serve as a officer (by going to OCS), could waivers help me or do some other tests or courses or what?
 
Only US citizens can be officers and you'll have a hard time getting any form of security clearance anyway, which would also prohibit you from being an Officer, even once you've become a citizen.
