Joe Smith applied for a scholarship to two colleges. Probability Question?

Joe Smith applied for a scholarship to two colleges. The probability that he will receive a scholarship from college A is 0.55; the probability that he will receive a scholarship from college B is 0.65. The probability that he will receive a scholarship from both is 0.4.

A. What is the probability he will receive at least 1 scholarship (at least 1 means A or B)?

B. What is the probability that he will not receive a scholarship from either college?
I've been told that part B can be calculated either way, the way the first person answered or the second. Are they both right?
The problem gives "both = .4". I am guessing I should use the problem information instead of multiplying .65 and .55?
