Job manager joining in gossip to talk crap?

Could this be considered as "creating a hostile work environment"?

Everyone talks s*** about everyone else when you're in a dead-end no good job, as everyone's mind falls ill or something. But what happens when your boss starts joining in too and laughs or mock you're co-workers about it? I'm not really comfortable to be working there, so what can I do? My boss is one of the biggest sucks up around the place to the, and no other department heads are close as she is with bosses boss (the word isn't coming to my mind).

I got this compulsive liar who makes shit up about everyone and tell people in a convincing manner, so people believe him. Then there is this drama queen who wants to be loved by everyone so she spreads the rumor as well, but tells the current laughing stock that the liar said such thing so the person would feel as there was someone on his side. So the drama queen tells the guy who spread the rumor in the first place about what the laughing stock told about the liar, so the rumor changes into something more horrific.

the co-worker, the current laughing stock, tells me all about this and wants me to take his side. He wants me to help him get back at the liar. I don't care much about what the people at work think of me, they're bunch of white trashes in my eyes, but I want to avoid if I can? What do I do?

Also, should the boss be joining in the fun, and mock my co-worker? She doesn't do it in a obvious way, she just says hi with a big smile as she is telling you there is something going on funny about the person. kind of hard to explain
