jeep was bought never got title and seller moved! help!?

hello i have a jeep in my possession that is paid for completely. I got this jeep on craigslist and the guy i bought it from let me make payments on it. he showed me the title and in no way do i think he was tryin to con me. we are both military and the last payment i left it for him because i had to work.i never got to see him to get the title and he was moved to a different location with the military and i cannot find him. navy legal wont tell me either. i have no i dea what to do i have our agreement with his old address and phone numbers on it but since he moved he changed his number and stuff. Do i file for an abandoned title? and the tags are from arkansas where he is from and we live in virginia someone give me a push in the right direction the tags expire in march and could i get in trouble for selling the vehicle with no title even though its been in my possession for 6 months and i cant find the owner but i have our agreement with his signiture?

What you could do, is the military wouldn't give him your information, but perhaps you could give them your information to pass over to him, and then he can get in connection with you.

see if you can track down any of his family members
