Jeep Idles at 3000-4000 RPM's. HELP!?

Why is my 1987 4.0 Jeep running with such a high idle? If you hit the gas peddle, sometimes it comes down, sometimes not.

Ideas? Throttle sensor already replaced.
 
first make sure that there is nothing sticking in the throttle linkage.

then check for a vacuum leek.
