Jeep grand cherokee failing to start, not sure if its battery problem bcz it reads 11V.?

Jeep grand cherokee failing to start, not sure if its battery problem because when i put ignition on all the gage indicators go up and then immediatly down while biping. When i mesure the voltage it reads 11V can it start with 11V? a day before it had a sign of low coolant on.
