Jeep Cruising RPM's why does it fluctuate?

On a '99 Jeep Cherokee w/4L Auto, I've got a problem with the RPM's while driving on the interstate. I can drive it fine near 2K RPM's at 60 MPH. The next time I drive the jeep, the same 60MPH will be at 3K RPM's. The next time at 60, 2K RPM again and so on.... What can be doing this?
