Jeep Cherokee Laredo brake problems?

My friend has an 92 or 93 jeep cherokee laredo and his brakes are acting up at first after they were pushed in you had to manually pull them back up now the brake peddle is stiff as all hell it wont barely budge standing on it....i was told that it could be the master cylinder broke or something im hoping to fix it cause he is willing to give it to me if i fix it...
 
my be a vacuum problem or master cylinder or air might be in the lines. Really these cars suck nothing but problems. My cousin had 05 and it was nothing but problems. Good luck anyway.
