Jeep cherokee air intake?

I have a 1995 jeep cherokee that i bought used. The air intake is in the front and faces forward. There is a square cut out of the jeep frame, behind the radiator, right in front of the air intake which i presume allows the intake to take air from the front. however, there is a cover plate screwed onto the square so air cannot travel through it. It has the chrystler symbol on it but the holes for the screws are not symmetrical so i figure it was put on aftermarket. What is this plate and why is it there? I would like to remove it so i can get better fuel economy
