Jeep air conditioner only works on High?

My 2005 Jeep Cherokee Air Conditioner only works on high. It has always taken a couple of seconds to get cold and it slowly started working less and less on the lower settings. Sometimes if I am lucky it will work on the third setting but it usually only works on the highest. Ideas/Suggestions? I am freezing or burning up during my morning commute.
 
I'm guessing you mean that the fan only works on high. That means that the blower motor resistor or the connections to it are going bad. The resistor is bypassed in high, so the fan works there.
