Jeep 89 4.0 6cyl fan belt. More info.?

I just replaced a bad idler pulley with a new one from the auto parts store and still have the old belt, which IS routed correctly, but still the belt will not go on-- because it is just a tadt too short.
This idler pulley is NOT like the newer models that takes up the slack and has a nut to adjust.
It is NOT adjustable except at the power steering pump the old way with a bolt which is screwed in or out to adjust the slack.
Is there some other "trick" to get it on that last 1/2 inch?

I put the belt over all the pully's, then tried to put the bolt into the idler bolt hole-- (which is about 1/4" short) and tried it the other way with the belt over everything except a big pully--, but still can't get it all the way over the big pulley. I can't believe this thing.
Any ideas??
