you just moved out to the new neighborhood. the family next door came to your house, bringing home-made cuisine, and say "Welcome, Neighbor!" as you opened the door for them. I've seen this in TV many times, and just wondered, was this kind of neighboring family really exist until now in the western world, like England or America, or wherever it is?
I'm Indonesian (not native English, obviously) and in my country, I found that this kind of interaction is only close or friendly enough to be happened in the family, not in the neighborhood.
