Is YouTube posting alot of spam?

On YouTube, I keep seeing a bunch of comments that say that "your account will be terminated if you don't repost this bulliten". Is this real or fake? If it's real, why is YouTube doing this? It's just nothing but spam to me, but I still repost it.
