Is xbox live free on the PC?

I have been looking into xbox live for PC games and have not found anything about cost of it, and my friend who has a live account to go online with a game says it is free. How come PC live gamers get to game online for free but yet xbox 360 gamers have to pay a yearly subscription?
 
Because microsoft is a very cheap company. They want to squeeze every penny out of you that they can. another good question is why microsoft makes non pc gamers pay for downloadable content. Yes, i have heard it is free
 
Servers cost money on Xbox, but PC has it down. Maybe Xbox's next console will have cheaper servers.
