The WindTab works this way:
1) you choose the device you want.
2) Depending on which device you choose, you pay $0 upfront - if you phone is $150CDN or less. If it's more than $150CDN, then you will pay the difference between that price and the full retail price.
3) Each month, 10% of your payments will be credited and put towards your WindTab balance.

As for the service, I haven't tried it myself, but I heard that many people got shoddy coverage as a result of the service. Reasons are dropped calls, lag times between the caller and the recipient, among other factors.
My advice, read the other users opinions about Wind Mobile. If it's good to be true, then do your homework further. I hope this helps.
