Downloading is not illegal. By definition, when you use TCP/IP, you're receiving packets. At this point, it's just semantics. `Receiving` is `downloading` to most English speakers. I know nothing about UK law, but I do know that `downloading` is not a crime, so there's nothing to `crack down` on.
If you mean breaking the law, then no, I haven't heard anything about that, but, then again, I'm not a Virgin customer, so I probably wouldn't be the first to hear about such a policy.
