is using a recumbent bike a good workout?

i want to try to loose some weight, but i have really bad knees. i have a recumbent bike now and have been using it, but i don't feel like i'm actually getting work out, but i don't know if that's because the workouts i used to do before i hurt my knee were intense cardio (the type were you could barley hold a conversation, running/ circuit training stuff)

on the bike i do 20-30 minutes a day at 12-14 mph on a mix resistance of 2-6. my heart rate gets up to around 140. i do get sweaty and it does get a bit hard to breath, but i don't know if it's a real workout.
is that just because i'm used to working out harder?

and if anyone knows, what is a good overall workout to do on the bike to burn fat?
