Is tinted moisturizer considered make up? answer soon please?

Is tinted moisturizer considered make up? okay so my mom doesnt like me wearing make up whats so ever especially foundation. shes cool with eyeliner and mascara as long as its not SUPER DRAMATIC. I have pretty fair skin, like i have a couple of pimples here and there but who doesnt? oh btw im 14 turning 15 in april and im in high school. so i have dark circles so i wear concealer once in a while and my face isnt completely the same tone through out so some parts would be a little darker then other parts but its not super noticeable. so i just wanted to know if tinted mosterizer is "bad" for your skin like the part of the tint in it. would it clog my pores and make my skin look pale if i dont wear tinted moisturizer? and im trying to prove to my mom that its not make up because most makeup doesnt help your skin it just enhances/makes it look better adn in the long run makes your skin worse. in my opinion. anyway all the answers would be great!! answers as soon as possible please!
