Is this weird/unhealthy?...?

Hello I noticed a few weeks ago i had a rash on my penis and all over my pelvis area/crotch. I'm only 12 years old and if that does not satisfy you,no i am not sexually active.I did not switch laundry detergents or lotion.Also i have not purchased any new clothes recently,so i don't know what could have caused me to grow a rash in that peculiar area.At first it wasn't itchy but not it's extremely irritating/itchy please answer whether this is unhealthy,if i can fix it in some way,or if its just weird.Thanks in advance if you answered.
 
Maybe it's a sweat rash. It is summer now. My daughter gets it on her butt (she's still in diapers) Try wearing loser undies, maybe boxers.
