If you are in a 2G area and your data connection is active, background stuff, email or browsing then if you get a call, it will go to voicemail and make the data a priority over voice.
This is a common GSM network issue & does not apply to 3G. I use an iphone on o2 and it is exactly the same on 2G. It is to do with a thing called Line 2 mode GSM. As far as I know the only network that allows this to not happen is Vodafone. During a live data connection on 2G with Vodafone, your call comes through, as far as I know ALL the other networks on 2G prioritise data over voice. On 3G this does not happen.
