Is this judge hinting for us to. . .?

We have had my stepson for a year now, and FINALLY had the CS order put into effect (the mother was having it put off repeatedly.) The judge and DA caught the mother in lies, so we were awarded ALL back payments for ALL months he has been with us, even though her state didn't pick it up till Jan '09, (we had it opened in our own state 2 months after he moved, which transferred it to her state.) I don't think the judge liked how she insinuated she shouldn't have had to support him this last year, nor several lies told. Now question, the judge told us he would lower the payment a bit to help her pay for a plane ticket for HER (not my stepson,) to come visit my stepson. This was just Child Support, as our custody hearing will be held in our state. The judge knows the mother wants her son to move back to stop the CS order, so does this sound like he is hinting to us to not let him go out there till we get custody? He repeated the "her fly out and stay with family," a few times (all her family lives close to us.) Also understand she isn't in the right frame of mind to care for him, does not have a stable home, and basically is making wrong choices that do not need to be seen by my stepson.
Either way we have no intentions of sending him to visit till we go to court for custody, as she has a past of repeatedly taking him away and running.
