Is this Harley Davidson a good buy?

I'm looking at a 2003 Fatboy with 3,900 miles on it. It's the silver and black 100th anniversary edition. Includes a detachable windshield, detachable custom saddle bags that lock onto the bike, detachable backrest, the highway bars in front of the footrests, some upgraded chrome, 4" raised handlebars with upgraded Kurakyn grips, and Screamin' Eagle II pipes. The bike is in great condition, having no scratches, dings, rust, corrosion, pitting of the chrome, and has never been laid down. Seller is asking $13,500 for the bike. I'd like everybody's honest opinion on if they think this is a great deal, good deal, bad deal, etc. I'm going to look at it and possibly buy this weekend. Thanks!
Kelly blue book gives a 2003 fatboy a value of $13,240, plus an additional $425 for the fuel injected engine. Take into account the accesories that I mentioned, is $13,500 alright? I just want to make sure I'm not getting completely RIPPED OFF. It doesn't seem like I would be but I just want to ask. Thanks!
 
I think it's a fair deal not a great deal. You have some nice accessories and the bike is almost new with 4,000 miles. Being that it's a 100th Anniversary adds a few dollars to the price.
 
This is a buyers market. If you have cash in hand there will be some guys out there ready to give you a killer deal. Check bluebook prices, check craigs list in surrounding population centers, check cycletrader.com. Be very careful about paying more for upgrades, the dealer really doesn't.
