Is this for every cellphone serive? ( Verizon, Sprint )?

I have Verizon & almost ALLL of the phones I want you have to buy internet! Like, the Blackberry. You HAVE to get the internet or you cant get the phone! :( Does Sprint, or AT&T, do this? & I don't want Metro.
