Uh. It looks more like image compression noise to me. Or maybe just the result of zooming in on an image without high enough resolution.
 
No. What you're seeing are artifacts of image compression used to fit these high resolution images on web pages so they won't take forever to load. Look at the real high resolution (uncompressed) images on NASA and ESA sites, and you won't see this "noise."
