Is this considered a vintage road bike? If not, what do you think of it?

My dad had this bike for quite a while. Since the early 90s I believe. It's a double butted steel frame. With a 7 speed Shimano Exage 300EX groupset. (Down Tube Shifters)

No rust at all. Virtually completely brand new. Under 150 miles.

I'm basically wondering how much it would cost if I were to sold it.
Is it really worth anything?
The weight it actually pretty heavy, weighing in 25 pounds.
 
If I were to differentiate Classic from a Vintage, your Dad's bicycle is a Classic one; lugged frame, which at the present time very few are coming out in the market or shall I say none?
Lugged frame, nowadays, are being crafted by Masters that can command high price and will take several weeks or months to be built. Lugged frames can also be called as custom-built frames.
The problem right now is - most cyclists go for mass-produced frames which are cheaper than the custom-built and are readily available in the market as most cyclists are impatient to wait. Most of them are always in a hurry to have their bike built and tested as soon as possible.
Weight actually wont' be a problem; all you have to do is upgrade the components with the latest ones and presto, the bicycle will be several pounds lighter; however, that may come at a price.
Keeping your Dad's bicycle is up to you. Taking a right price for a Classic one will depend on the buyer. If the buyer is up to a Classic, then he may offer you a not-too-bad-price.
If not, then I could guess, that the complete bicycle will command a better price of not more than $100.
As what the other contributor said - go to ebay as you will be having lot of potential buyers. And I do hope you'll get a very good one who's after a classic frame.
